Manama : His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, today issued Edict (56) of 2024, regarding the internal regulations of the Traffic Council, based on a proposal by the Minister of Interior.
Article I
The Traffic Council shall meet at the Ministry of Interior or another venue specified by the Chairman. Meetings shall be confidential.
Article II
The Council shall convene every six months at a time and place determined by the Chairman. Invitations, along with the agenda, shall be issued in writing or electronically in advance. Extraordinary meetings may be called if requested by a member and approved by the Chairman, or as needed. A quorum is established with a majority of members present, including the Chairman.
Article III
The Council shall make decisions by a majority vote of members present. In case of a tie, the Chairman’s vote prevails. In urgent situations, voting may be conducted by circulation.
Article IV
The Chairman is responsible for managing meetings, facilitating discussions, overseeing voting, and issuing decisions.
Article V
Meetings may be held remotely, and voting on decisions and approval of minutes can also be conducted through electronic means.
Article VI
The Secretary of the Traffic Council shall:
1. Issue notifications for meetings.
2. Prepare meeting agendas.
3. Record minutes and maintain Council documents and records.
4. Follow up on Council decisions with relevant entities.
5. Coordinate with Council members on topics they wish to discuss.
6. Perform other tasks as assigned by the Chairman.
Article VII
The Council shall establish a “Technical Committee for the Traffic Council,” chaired by the Director-General of the General Directorate of Traffic. The Chairman shall appoint the committee members, and the committee will study topics referred by the Council.
The Council may also form standing or temporary committees composed of its members or others to study specific topics. Committee formation and procedures are determined by the Chairman’s decision.
Article VIII
The Council may invite experts or specialists to attend meetings to assist in its work; however, they shall have no voting rights on decisions or recommendations.
Article IX
The Traffic Council Secretary shall prepare an annual report on the Council’s activities and achievements, including recommendations and proposals, and submit it to the Chairman.
Article X
The Minister of Interior shall implement the provisions of this edict, which shall take effect the day following its publication in the Official Gazette.
